Library & Information Officer at Intelligence Bureau, New Delhi Last date:19th Aug 2020

Intelligence Bureau under the Ministry of Home Affairs  proposed to fill up vacancies on absorption/deputation (including short term contract basis):

Post (पद):  Library & Information Officer

Essential Qualification (शैक्षिक आवश्यकता ):
Officers of the Central Govt. or State Governments or Union territories or Universities or Recognized Research Institutions or Public Sector Undertakings or SemiGovernment, Autonomous or Statutory Organizations:
(a) (i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with five years' service in the grade rendered after appointment thereto on regular basis in the posts in pay band-3, Rs. 15600-39100 plus Grade pay of 5400/-or equivalent in the parent cadre or department; or
(iii) with seven years' service in the grade rendered after appointment thereto on regular basis in posts in Pay Band-2, Rs. 9300-34800/- plus Grade Pay of Rs. 4600/- or equivalent in the parent cadre or department; and
(b) Possessing the following qualifications and experience, namely:-
(i) Master's Degree in Library Science or Information Science or Documentation science from a recognized University or Institute; and 
(ii) Seven years' professional experience in a Public or Institutional Library.
2. The departmental Assistant Library and Information Officer in Pay Band-2, Rs. 9300- 34800/- plus Grade pay of Rs. 4600/- possessing a Bachelor's Degree from a recognized University and a Bachelor's Degree in Library Science from a recognized University with seven years' regular service in the grade shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.
Note-1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
Note-2: For the purpose of computing the minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January 2006 or the date from which the revised Pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.
Note-3: The departmental officers in the feeder grade who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. 
Note-4: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum agelimit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
Note-5: For the purpose of appointment on deputation basis(including short-term contract), the service rendered on a regular basis by an officer prior to 1st January 2006 (or the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended), shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation 
Pay (वेतनमान): , General Central Service (Group-A), Gazetted, Non-Ministerial in the Pay Band 3: Rs. 15600-39100 with the grade pay of Rs. 6600/-(Level 11 of the pay matrix Rs. 67700-208700 as per 7th CPC).

How to apply (आवेदन कैसे करें):
Officers who fulfill the above mentioned conditions of eligibility may submit their applications to their employers, who may forward the same along with the following papers/documents so as to reach the Joint Deputy Director/G, Intelligence Bureau, Ministry of Home Affairs, 35 S.P. Marg, Bapu Dham, New Delhi-21 within 60 days from the date of issuance of this circular.
(i) Bio-data in the prescribed pro-forma (as per Annexure-A) in duplicate duly signed by the candidate and forwarded through proper channel (each page attested by an officer not below the rank of Under Secretary); 
(ii) Copies of APAR/ACRs for the last 5 years attested on each page by an officer not below the rank of Under Secretary;
(iii) Vigilance Clearance Certificate; 
(iv) Integrity certificate;
(v) A statement of Major/minor penalty, if any, imposed on the officer during the last 10
years.
(vi) Cadre Clearance Certificate.
4. Applications complete in all respect duly forwarded through proper channel only will be entertained. Applications received in advance or after the last date or without all or any of the above documents or otherwise found incomplete will not be considered and no correspondence will be made or entertained in this regard. The officers who apply for the post will not be allowed to withdraw their candidature subsequently.
5. The officer inducted/selected to these posts will be on deputation for a period as specified in the induction order. This period can be curtailed or extended if exigencies of service so require. Deputation will be governed by the terms of deputation as laid down in the DoPT OM No. 6/08/09(Estt)(Pay-ll) dated 17.6.2010, as amended from time to time.
